The Board of Trustees shall select and appoint a Chief Executive Officer who shall be delegated the responsibility for overall administrative management and operation of the hospital.  The CEO shall have the necessary authority to effect this responsibility, subject to such policies as may be adopted by the Board or any committees to which the Board has delegated power for such action.  The CEO shall, unless otherwise expressly provided, be an exofficio member, without vote, of all management committees and shall act as the duly authorized representative of the Board in all matters except those in which the Board has formally designated some other person or group to act. 

MHTCA Hospital

MHTCA is a remote rural critical access hospital.  Located in the panhandle of Oklahoma, this hospital serves the city of Guymon and surrounding citizens of Texas County.  The hospitals goal is to help patients reclaim control of their lives, reach their highest level of functioning and return home to their families. ESSENTIAL FUNCTIONS: 

1.  Participates with the Board in charting the course the hospital is to take in response to developing needs of the community.
a.  Evaluates the effect of external forces on the institution, recommends long-range plans that support the institutions philosophy and general objectives. 
b.  Informs trustees in current trends, issues, problems, and activities in health care generally, in community health needs, and in the institution to facilitate policy making.  Recommends hospital policy positions concerning legislation, government administrative policies, and other matters of policy. 

2.  Ensures the attainment of hospital objectives through the selection development, motivation, and evaluation of hospital personnel.  
a.  Specifies personnel accountabilities and evaluates performance.
b.  Establishes appropriate departmentalization and delegation. 
c.  Purses formal and informal education in health care management. 
d.  Negotiates professional contracts and sees that appropriate salary structures are developed and maintained.  
e.  Helps prevent occupational mishaps. 

3.  Monitors the adequacy of the hospitals medical activities through coordination with the Board, medical staff, and nursing personnel, and the policies needed to ensure acceptable health care services. 
a.  Ensures institutional operating stability by creating a working environment that is satisfactory to staff physicians. 

4.  Promotes health care services that are produced in a cost-effective manner (trying to employ economy while maintaining an acceptable level of quality. 
a.  Assures the sound fiscal operation of the institute including timely, accurate, and comprehensive development of an annual budget and its implementation. 
b.  Plans for capital equipment through budget and obtains approvals for capital purchases above specified threshold.  Plans the use of physical resources of the institution and insures against physical damages 
c.  Arranges contractual relationships with consultants, contractors, architects, etc., on behalf of the Board in planning and developing facilities, finances, and personnel programs. 
d.  Combines organizational resources in such a way as to maximize quantity and/or quality to obtain a set of results. 

5.  Ensures compliance and regulations of governing hospitals and the rules of accrediting bodies by continually monitoring the organizations service delivery and initiating changes as required.  Participates in litigation for the hospital and informs the Board of the need to initiate litigation.  
  
6.  Works with legislators, regulatory agencies, and representatives of the industry to ensure that legislative and regulatory policies promote the health of the community and do not place unmanageable encumbrances upon the hospital.  

7.  Encourages the integration of the hospital within the community by using effective communication and a public relations program. 
a.  Listens to the auxiliary, staff, and volunteers to improve service and generate community involvement with the hospital.  Speaks to community groups concerning health problems and new programs. 
b.  Initiates, develops, and maintains cooperative relationships with the business community and with other hospitals.
  
8.  Fosters a smoothly functioning, efficient organization through timely and effective resolution of disruptions. 
a.  Creates and maintains an atmosphere of warmth, personal interest, and positive emphasis, as well as a calm environment throughout the facility.  
b.  Maintains confidentiality of all pertinent patient care and business information to assure patient rights are protected.  
c.  Delegates authority, responsibility and accountability to other responsible departmental personnel.

Under the direction from the Radiology Manager,  the Assistant Radiology Manager will  help plan for, organize, lead, and direct the radiology department across all sites. The Assistant Manager is responsible for ensuring that all diagnostic images produced by  X-Ray Technologists meet the standards set out by the Medical Director and is also responsible for helping to supervise all daily technical and administrative activities of the radiology department and equipment maintenance.  This is not a remote position.

SKILLS &amp; ABILITIES

Education: Successful completion of an accredited Radiology Technologist program; ARRT registry (R) or registry eligible.  Maintaining licensure and obtaining the needed continuing education

Experience: 3-5 years combined education and experience as a technologist in all radiographic modalities (Mammography, General Radiography, Fluoroscopy, CT, and MRI).
Multi- Modality experience is preferred.

CRNA practice includes pre-anesthetic evaluation and preparation, anesthesia induction, maintenance and emergence, post-anesthetic care, pain management and responding to emergency situations related to airway management and cardiac life support techniques.  CRNA administers any number of agents (anesthesia) to either relieve pain or make patients unconscious for surgical procedures.  Administration of anesthesia may be by intravenous, inhalation, or spinal routes.  During the administration of anesthesia, the CRNA closely monitors the patient’s response by monitoring temperature, pulse, heart rate and breathing rate. If any signs of allergic reaction occur, immediate intervention is needed. During surgery, the CRNA continues to closely monitor the patient for symptoms of distress. This requires taking vital signs and watching for symptoms of shock, breathing problems, and heart irregularities.  Patients are monitor until they have recovered from the anesthesia and are stable. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  


1. Performs pre-operative patient assessment according to current anesthesia standards on short say, a.m. admits, outpatient/inpatients or any person requiring any form of anesthesia or IV sedation.

2. Communicates with patients, explains anesthesia and choices what to expect pre-op and post-op and offers psychological support.

3. Inspects and uses anesthesia equipment according to current standards.  Is responsible for the safe elimination of hazardous anesthesia waste vapors and gases. 

4. Administers all anesthetics to a surgical, obstetrical or outpatient undergoing diagnostic/therapeutic procedures to which s/he is assigned. 

5. Reports any problems promptly to the appropriate physician to provide safety to the patient.  Initiate emergency care during periods of patient problems such as, but not limited to aspiration, regurgitation and cardiopulmonary arrest. 

6. Documents all anesthesia care given in accordance with departmental policies. 


7. Accompanies the surgical patient to the recovery room or intensive care unit following surgery, maintaining a satisfactory airway and patient stability.  Vital signs monitored as deemed necessary. Gives complete report to qualified recovery personnel assuming care of patient.  Documents discharge of care in accordance with hospital policy and standards of care. Post-op visit within 24 hours of surgery for all extended care and in-house patients.

8. Evaluates and recommends equipment that is necessary and/or required for anesthesia administration.

9. Assists in starting IV’s, insertion of arterial lines, endotracheal intubation, cardioversion anesthesia, and assistance with cardiopulmonary resuscitation throughout the hospital.
  
10. Keeps all patient information confidential.
